A perspective on Germany, the EU, the United States and the rest of the world"},"content":{"rendered":"<p><em><span style=\"font-weight: 400;\">The impact of poor air quality is <\/span><a href=\"https:\/\/www.breeze-technologies.de\/blog\/health-impact-of-indoor-and-outdoor-air-pollution\/\"><span style=\"font-weight: 400;\">well-documented<\/span><\/a><span style=\"font-weight: 400;\"> and <\/span><a href=\"https:\/\/www.breeze-technologies.de\/blog\/link-between-air-pollution-and-climate-change\/\"><span style=\"font-weight: 400;\">widely<\/span><\/a> <a href=\"https:\/\/www.breeze-technologies.de\/blog\/direct-economic-impact-of-improving-air-quality\/\"><span style=\"font-weight: 400;\">researched<\/span><\/a><span style=\"font-weight: 400;\">. While it is an ongoing issue that is currently being addressed through various <\/span><a href=\"https:\/\/www.breeze-technologies.de\/blog\/history-of-air-quality-measurement-legislation\/\"><span style=\"font-weight: 400;\">legislations and guidelines<\/span><\/a><span style=\"font-weight: 400;\"> all over the world, are our efforts actually clearing the air we breathe?\u00a0<\/span><\/em><\/p>\n<p><!--more--><\/p>\n<h2>Is air quality improving in Germany?<\/h2>\n<p><span style=\"font-weight: 400;\">Germany currently follows the <\/span><a href=\"https:\/\/www.umweltbundesamt.de\/en\/topics\/air\/measuringobservingmonitoring\/quality-assurance-principles#duties-and-responsibilities\"><span style=\"font-weight: 400;\">2008 EU Air Quality Directive<\/span><\/a><span style=\"font-weight: 400;\"> set by the European Commission. Air pollution control in the country <\/span><a href=\"https:\/\/www.umweltbundesamt.de\/en\/press\/pressinformation\/slight-decline-in-germanys-air-pollutant-emissions\"><span style=\"font-weight: 400;\">gained traction in the 1990s<\/span><\/a><span style=\"font-weight: 400;\"> after the reunification of the country. Since then, air pollution emissions have been on a decline. Between 1990 and 2018, ammonia (NH<sub>3<\/sub>) emissions declined by 16%, particulate matter (PM) emissions dropped by 55%, nitrogen oxide (NO<sub>x<\/sub>) emissions fell by 59%, and sulphur dioxide (SO<sub>2<\/sub>) emissions shrunk by 95%. Specifically, ammonia levels remain too high and are nowhere close to achieving EU targets. In 2019, <\/span><a href=\"https:\/\/www.umweltbundesamt.de\/en\/press\/pressinformation\/air-quality-2019-trend-in-no2-decline-continues\"><span style=\"font-weight: 400;\">compliance thresholds of PM were met<\/span><\/a><span style=\"font-weight: 400;\"> across the country. Ozone (O<sub>3<\/sub>) pollution levels, however, <\/span><a href=\"https:\/\/www.umweltbundesamt.de\/en\/press\/pressinformation\/air-quality-2019-trend-in-no2-decline-continues\"><span style=\"font-weight: 400;\">remained at the same level<\/span><\/a><span style=\"font-weight: 400;\"> as the past 20 years in 2019, with a fear of it <a href=\"https:\/\/www.breeze-technologies.de\/blog\/how-climate-change-makes-air-pollution-worse\/\">increasing due to increased heat waves caused by climate change<\/a>.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Overall, pollution levels are still considered to be too high in many German cities. In 2017, the federal government launched an initiative called \u201c<\/span><a href=\"https:\/\/www.bmvi.de\/DE\/Themen\/Mobilitaet\/Urbane-Mobilitaet\/Sofortprogramm-Saubere-Luft\/sofortprogramm-saubere-luft.html\"><span style=\"font-weight: 400;\">Sofortprogramm Saubere Luft<\/span><\/a><a href=\"https:\/\/www.bundesregierung.de\/breg-de\/themen\/saubere-luft\"><span style=\"font-weight: 400;\">\u201d<\/span><\/a><span style=\"font-weight: 400;\"> in partnership with states and municipalities to improve air quality in cities. The main aim is the electrification of vehicles and urban transportation alongside efforts such as promoting cycling and improving the logistics of traffic flow.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Despite the aforementioned improvements, current emissions still have an impact on human health. The European Commission is <\/span><a href=\"https:\/\/ec.europa.eu\/info\/law\/better-regulation\/have-your-say\/initiatives\/12677-Air-quality-revision-of-EU-rules_en\"><span style=\"font-weight: 400;\">conducting a revision of current limit values for the EU<\/span><\/a><span style=\"font-weight: 400;\"> to better match the more <\/span><a href=\"https:\/\/www.who.int\/airpollution\/publications\/aqg2005\/en\/\"><span style=\"font-weight: 400;\">stringent recommendations set by the World Health Organization<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<h2>Is air quality improving in the European Union?<\/h2>\n<p><span style=\"font-weight: 400;\">In 2013, the European Commission adopted a <\/span><a href=\"https:\/\/ec.europa.eu\/environment\/air\/clean_air\/index.htm\"><span style=\"font-weight: 400;\">Clean Air Policy Package<\/span><\/a> <a href=\"https:\/\/www.eea.europa.eu\/themes\/air\/policy-context\"><span style=\"font-weight: 400;\">aiming to<\/span><\/a><span style=\"font-weight: 400;\"> achieve existing air quality legislation by 2020 and further improving air quality by 2030. This included an updated <\/span><a href=\"https:\/\/www.eea.europa.eu\/themes\/air\/air-pollution-sources-1\/national-emission-ceilings\/national-emission-ceilings-directive\"><span style=\"font-weight: 400;\">National Emission Ceilings (NEC) Directive<\/span><\/a><span style=\"font-weight: 400;\"> with emission reduction commitments of five major pollutants applicable to all member states: ammonia (NH<sub>3<\/sub>), nitrogen oxides (NO<sub>x<\/sub>), non-methane volatile organic compounds (NMVOCs), and sulphur dioxide (SO<sub>2<\/sub>).\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In 2018, <\/span><a href=\"https:\/\/www.eea.europa.eu\/publications\/national-emission-reduction-commitments-directive\"><span style=\"font-weight: 400;\">the EU collectively met the 2010 emission ceilings<\/span><\/a><span style=\"font-weight: 400;\"> set by the previous NEC Directive for NH<sub>3<\/sub>, NO<sub>x<\/sub>, NMVOCs, and SO<sub>2<\/sub>. However, more work has to be done for member states in order to meet 2030 reduction commitments on NO<sub>x<\/sub> emissions. In addition, more than half of the member states will need to reduce fine particulate matter (PM<sub>2.5<\/sub>) emissions by over 30%, and NH<sub>3<\/sub> reduction remains a challenge for 25 member states.<\/span><\/p>\n<h2>Is air quality improving in the United States?<\/h2>\n<p><span style=\"font-weight: 400;\">In the United States, the <\/span><a href=\"https:\/\/www.epa.gov\/laws-regulations\/summary-clean-air-act\"><span style=\"font-weight: 400;\">Clean Air Act of 1970<\/span><\/a><span style=\"font-weight: 400;\"> authorized the <\/span><a href=\"https:\/\/www.epa.gov\/\"><span style=\"font-weight: 400;\">Environmental Protection Agency (EPA)<\/span><\/a><span style=\"font-weight: 400;\"> to establish <\/span><a href=\"https:\/\/www.epa.gov\/criteria-air-pollutants\/naaqs-table\"><span style=\"font-weight: 400;\">National Ambient Air Quality Standards (NAAQS)<\/span><\/a> <span style=\"font-weight: 400;\">for the purpose of protecting public health while regulating air pollutant emissions from mobile and stationary sources<\/span><span style=\"font-weight: 400;\">. Since then, combined emissions of the six main pollutants covered by the Act &#8211; carbon monoxide (CO), nitrogen oxides (NO<sub>x<\/sub>), fine particulate matter (PM<sub>2.5<\/sub>), coarse particulate matter (PM<sub>10<\/sub>), sulphur dioxide (SO<sub>2<\/sub>), volatile organic compounds (VOCs), and lead (Pb) &#8211; <\/span><a href=\"https:\/\/gispub.epa.gov\/air\/trendsreport\/2019\/#introduction\"><span style=\"font-weight: 400;\">have dropped by 74%<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Despite this, <\/span><a href=\"https:\/\/www.epa.gov\/air-trends\/air-quality-national-summary\"><span style=\"font-weight: 400;\">~82 million people<\/span><\/a><span style=\"font-weight: 400;\"> across the states were still living in counties with pollution levels above NAAQS standards in 2019. In addition, researchers at Carnegie Mellon University discovered that <\/span><a href=\"https:\/\/www.nber.org\/papers\/w26381\"><span style=\"font-weight: 400;\">PM pollution specifically worsened in 2017 and 2018<\/span><\/a><span style=\"font-weight: 400;\">. The reasons identified were increases in driving and natural gas use along with wildfires in the West. As a result, the 5.5% increase in PM pollution has been associated with ~10,000 premature deaths.<\/span><\/p>\n<h2>Is air quality improving or worsening in other countries around the world?<\/h2>\n<p><span style=\"font-weight: 400;\">Despite the improvements in air quality in Europe and the US, air pollution is in fact increasing in other areas of the world.<\/span><a href=\"https:\/\/www.who.int\/health-topics\/air-pollution#tab=tab_1\"><span style=\"font-weight: 400;\"> According to the World Health Organization<\/span><\/a><span style=\"font-weight: 400;\">, 9 out of 10 people are breathing air with high concentration of air pollutants, resulting in 7 million deaths every year. Trend-wise, between 1960 and 2009 <\/span><a href=\"https:\/\/iopscience.iop.org\/article\/10.1088\/1748-9326\/aa87be\"><span style=\"font-weight: 400;\">PM<sub>2.5<\/sub> concentrations went up by 38%<\/span><\/a><span style=\"font-weight: 400;\"> due to extensive economic growth and limited emission controls from China and India. As a result, deaths from PM<sub>2.5<\/sub> pollution increased by 124% in the same time period.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">While air pollution is a global issue, it <a href=\"https:\/\/www.breeze-technologies.de\/blog\/why-is-air-pollution-bigger-topic-in-developing-nations-than-in-developed-nations\/\">disproportionately affects low- and middle-income countries<\/a>, with the highest PM<sub>2.5<\/sub> concentrations <\/span><a href=\"https:\/\/www.nature.com\/articles\/s41612-020-0124-2\"><span style=\"font-weight: 400;\">found in Central, Eastern Southern, and South-Eastern Asia<\/span><\/a><span style=\"font-weight: 400;\"> in 2016. In addition, high PM<sub>2.5<\/sub> levels were observed in <\/span><a href=\"https:\/\/www.nature.com\/articles\/s41612-020-0124-2\"><span style=\"font-weight: 400;\">parts of the Middle East, Asia, and Sub-Saharan Africa<\/span><\/a><span style=\"font-weight: 400;\"> resulting from sand and desert dust. This is concerning due to the magnitude of the concentration and the capacity of desert dust to be transported around the globe, and levels are expected to rise <\/span><a href=\"https:\/\/acp.copernicus.org\/articles\/10\/10875\/2010\/\"><span style=\"font-weight: 400;\">as a result of climate change<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<h2>How can air quality be improved?<\/h2>\n<p><span style=\"font-weight: 400;\">Taking Europe and the US as an example, it is evident that the most surefire way to improve air quality is to enact policies relating to clean energy, transport, power generation, energy-efficient housing, and waste management. That alone isn\u2019t enough, however.
